Не могу понять, что такое IT park zone?

Зона технопарка? Понять я это тоже не могу, но в русском такое бывает.

Это такие зоны, участки, здания, в которых размещаются начинающие компании в области информационных технологий и государство (или кто-нибудь другой) облегчает им жизнь - минимальные наймы, льготные займы, кооперативное обслуживание (в смысле общие секретарши, снабжение и т.д.).

A "zone" is an area with legal requirements as to how it can be used: single-familiy residence zone, commercial zone, etc.
A "park" in this context does not mean green space belonging to the city and used for recreation It means an area set aside for economic development. "industrial park" "information technology (= IT) park"

"IT park" is a physical description of the activity. In some parts of the United States there are no zoning laws. You could still create an IT park in those areas (or an "industrial park" defined as "a tract at a distance from city center that is designed for a community of businesses and factories"). But the addition of the word "zone" suggests that there is a legal requirement that this area be used (or be usable) as an IT park.
Compare: single-family residence zone
You can build a single family residence even if there is no zoning law. But in a single-family residence zone you can only build single family residences.
