P.S. В русском языке соответствия, скорее всего, нет, потому что нет этих реалий (контрактная армия, льготы контрактникам, возможность оплатить высшее образование за счет льгот)

Мне кажется, что "extension program" это близко к русскому "курс заочного обучения". Но как туда "военное" присобачить, я не знаю.
