Пассаж про Бисмарка, речь идет о временах Второго рейха:
The Reichstag, just down the road, was elected on universal male suffrage. But its MPs could not get rid of the chancellor; only the emperor could do that. So long as Bismarck retained King Wilhelm’s confidence, all MPs could do was refuse his bills or budgets, forcing new elections. If that happened, Bismarck himself frequently hinted, he might unleash his scar-faced Junker samurai and their savagely-drilled farm-boys.
