Я спрашиваю профессора Китагаву пояснить его понимание содержаний проектов, которое мне не очень ясно:

Please help me to specify some terms you have used. Would you be so kind to explaine your understanding of "resume concept", "the Okhotsk resume", "resume area" and "" adjoining seas are Japan, Bering seas and west part of Pacific ocean"?

1) The resume concept will be developed by the similar philosophy of the Canadian resume applied to the Canadian Arctic region. The requirement of ship structure, main engine, navigability, equipment for global environmental protection, etc. will be discussed for the areas, which will/might be dependent on the season of year or long-term forecast and total navigation-supporting system associated with the areas as well. Yearly and/or seasonal sanctuaries will be discussed. Certificate of seamen will also be discussed. A guide to navigation in the areas will hopefully be proposed.
2) The Okhotsk Resume is a symbolic term for the project. The resume will cover the Sea of Okhotsk, and the adjoining areas such as the Bering Strait, Bering Sea, Japan Sea, and the north-east part of the Pacific Ocean, which will be determined through an investigation and discussions.
3) The resume should stimulate marine activities in the areas, confirming the reliable safety of operations for the environment or even improvement of the present marine environment.

á) ïðåäïîëàãàåòñÿ, ÷òî ðàçâèòèå íàâèãàöèè ïîìîæåò ðàçâèòèþ ðåãèîíà - òîãäà, äåéñòâèòåëüíî, "âîññòàíîâëåíèå" - â ñìûñëå - ïîäúåì, ìîæåò äàæå - âîçâðàùåíèå áûëîé ñëàâû èëè ìîùè. À "the Okhotsk resume" - ýäàêèé "ïëàí Ìàðøàëëà" :)
