What is the difference between бригада and трудовой коллектив?

Also, while I understand (I think) what is intended by the idea of общественный контроль, available renderings (social control, public inspection) leave me cold. Might someone explain what might be done by a "лицо, проводящий общественный контроль за состоянием охраны труда"? I think I am missing something here, and that it may be cultural.

"лицо, проводящее общественный контроль за состоянием охраны труда" - unpaid union functioner. Here общественный means rather funny "unpaid". "Состояние охраны труда" - level of compliance of working place with law and union agreement, if any. Simple example: this person may work with some toxic materials and routinely do monitoring of air quality, without extra pay.

бригада is a unit of the workforce division, like a platoon in the army.

трудовой коллектив means "employees, пролетариат, as opposed to owners, and to some extent to top management" - the term comes from the times then there were no owners at all. legal meaning today is "all employees of the enterprise".

Blue collars, a crew (but no criminal allusions). In the early Soviet period, this was attempted to be extended to white collar professions, like "бригада писателей"; today it reads funny, a mix of styles. трудовой коллектив is freely applicable to office workers (and others). This expression has a flavor of a legal term, whereas бригада is stylistically neutral.

трудовой коллектив -- (официальный штамп) люди, объединенные общим местом работы.

трудовой коллектив театра (от уборщицы до директора), трудовой коллектив завода.

Бригада -- что-то более мелкое (по моим ощущениям, обычно человек 10-20, не более 100), может быть частью трудового коллектива. Люди объединенные общей, обычно временной работой, ради которой они обьединились в бригаду. Имеет оттенок срочности, четкой конечной цели и "пролетарскости".

рабочая бригада, бригада стротелей, бригадный подряд, бригада шахтеров, но также и
бригада врачей, выездная бригада артистов (бригада артистов звучит смешно и может носить оттенок халтурности)

бригада писателей, профессоров -- звучит совсем смешно хотя и такое yandex.ru знает,
но это уже скорее из серии "все работы хороши, выбирай на вкус" (В.Маяковский), т.е. влияние идеологии на язык.

"Общественный" very often may be rendered as "non-governmental".

How about: "person responsible for non-governmental review of labor conditions"?

Of course, it is all rooted in the Soviet realities when "non-governmental" was quite governmental in reality, but it did distinguished government from quasi-governmental structures such as unions.
