Local players have been net buyers of Eurobonds and have become a critical part of the technical picture of Russia’s external debt market. Russian demand has come from three main sources:
1. Russian banks have been placing their spare liquidity into external debt instruments in the absence of money market instruments and other, relatively low-risk investment alternatives.
2. Russian Government has been buying back its debt using fiscal surpluses and the financial stabilization fund.
3. The State Pension Fund has begun investing part of its assets in government securities following the launch of the pension reform program
