   Sealed lubricant cable extraction technology that removes underground copper cables from their outer sheath by turning it into an empty sleeve/ pipe into which new cables can be inserted.
  The Cable-X patented fluid, customised to the specific cable type, is pumped into the cable between the cable sheath and the core cover. 
  A mechanical extracting winch, calibrated to the type of cable being removed, is attached to the cable core and extracts it from its sheath.

Sealed lubricant cable extraction technology - ну, примерно, "технология извлечения кабеля из оболочки с использованием заводской смазки". Как я понимаю, кабель на заводе вставляют на смазке во внешнюю оболочку, что позволяет его потом вытащить и заменить на новый при повреждении/апгрейде, не раскапывая.
