я бы здесь сказала with no exaggeration. если есть контекст, всегда давайте сразу, вам же лучше будет, ей-богу. вы надеюсь не ухитрились 'no kidding' туда ввернуть? впрочем, literally тоже не совсем про этот случай.

При прочих равных, without exaggeration встречается на сети раз в 10 раз чаще, чем with no exaggeration, и звучит получше.

А я бы вообще иначе бы сформулировал, типа

There is no question that Odessa is /дальше по-русски что-то пропущено, поэтому еврокультуру не перевожу/ an international, metropolitan city that has created a unique urban cultural tradition.

"Literally" is commonly used as "no exaggeration". Purists lament the extended use of literally, like we were literally killing ourselves laughing, though it is widespread.

The same is true about Russian "буквально", yet in the given context буквально would have looked inappropriate (apart from the fact that the Russian sentence grammatically does not make sense, it is missing something).
