school was closed because of a teachers' workday - не понимаю смысла.

это дни, когда учителя работают, но не преподают - готовятся к урокам, посещают занятия, собрания и так далее.

Of the 15 teacher workdays in 2009/2010, 2 days for elementary schools and 2 days for secondary schools have been designated by the district as Required for Central Office Use. At least 7 must be optional workdays. Principals may designate up to six days of the remaining days as “Required Teacher Workdays,” on which their staff must attend. Working with the school improvement team, principals must determine the purpose for each day. Days may be scheduled and planned for different purposes for different personnel and there is no requirement to schedule the same dates for all personnel.
Staffs need this information prior to school opening.

The educational bureaucracy requires teachers (at least in the US) to fill out large quantities of various paperwork in connection with their job. Occasionally, a "holiday" is declared for students so that teachers might come to school and take care of it.

в русских школах похожая штука называется "методический день". правда, она не у всех одновременно, конечно, и не у всех вообще есть.
