No idea how this is called in Russian, but "staple foods" in China's context are grains (rice, wheat, corn [maize], gaoliang, etc). So probably something like Управление по снабжению зерновыми продуктами should do.

I was always amused by the way some grocery stores in China are described as selling 副食 i.e., as dictionaries say, "non-staple foods". When I asked people about that, it was explained to me that they sell all kinds of foods *except for grain products*.
