A regional coordinator may well be a collegiate body, not a position. Он был назначен В местный координирующий орган... Правда же?

While this would be a rather awkward name for a collegiate body, I cannot exclude such a possibility. In this case the name would certainly be capitalized and the body category (say, a committee or a council) specified, e.g. viz.

... he was appointed to the Regional Coordinator council responsible for... In this position, he carried out...

Не делайте из еды культа :) Если честно, я даже не обратил внимания на предлог, пока не прочитал вопрос. Такие служебные словечки при чтении просто "проглатываются". At, in, on - same difference :) Глаз не режет. Но правильно, конечно, будет "in"..
