He was always ready to spin a tall tale/story. Fibbed a lot. Told us his usual whoppers. Or fables. Or cock-and-bull stories.

2. I did not quite get it, are you giving as a laundry list of the items you need to get translated? Have mercy on us, work harder yourself. There are LOTS of dictionaries.
E.g. "hudozhnik-peredvizhnik" must be sitting in the English Wikipedia right in the middle of an entry listed under one of their last names, right?
And the same remains true with the "Third Department" - check an appropriate entry in Wikipedia

But if your meaning is "turn it from orderly proceedings into a mess" then you could use sth from another list: ruin it, so that it is in a shambles, do a cock-up etc. etc. etc.

Вообще, общая процедура, если не знаешь, как "перевести", ПЕРЕФРАЗИРУЙ на родном языке, найди синонимы или описательные фразы, выражающие те же самые смыслы.
А потом ищи эквивалента их, а не первоначального выражения
