что за схема, что за реалии? improvements — обновления программы? доступны по лицензии?

Под improvements в софтверных лицензиях обычно понимаются добавления или изменения, которые улучшают софтверную спецификацию. Частенько во избежание разногласий в двусторонних лицензионных контрактах стороны вписывают в контракт определение этого понятия.
А приведенный Вами текст означает, что "в то время как кто угодно может скачать Ред Хатовский софтвер, код (софтвера) регулируется лицензей, которая делает общедоступными все улучшения (к этому софтверу)". То есть несмотря на то, что улучшение сделано лично Вами, права предотвратить использование этого улучшения третьей стороной у Вас нет.

yes, and "while" here is misplaced - it is either illogical or stems from some unspoken premise that is not obvious to me.
Linux (and Red Hat as one of the Linuces, i.e. free unix kernel + GNU utilities combo) is and has always been under GNU and GNU-like licenses.
What Red Hat did when they started in earnest was to package just another GNU+Linux distro as an "enterprise-ready" and mostly "server-centered" one, and threw in some commercial add-ons to the mix.
Those parts have always been licensed differently, with NON-GNU licenses.

SO - to appreciate fully the meaning of this phrase the original poster wanted to have explained/translated to him, one has just go to the Red Hat site and READ THE RED HAT LICENSE (i.e. for non-GNU, RedHat owned parts). And provide and EXPLANATION in Russian, not a mere translation of the original phrase.

This work looks easy and comes naturally for an IT professional (who did spend a day or two in his professional past reading on Free Software Foundation, knows who Richard Stallman is, why and how those underwent an attempted subversion with "open" licensing by lots of corporations in the years of the Internet Bubble etc,. etc. etc.).

It may seem quite baffling to anyone else.
