а вот как понимать эти три тысячи миль ветра? средняя скорость, помонженная на время дутья?

yes, it looks like a roundabout way of saying that the wind of average speed of 129.1(6) continued non-stop for 24 hours, thus as if "moving 3100 miles of air" (which is called "wind" rather loosely) past the observation point.
