The vessel's agents shall be nominated by Charterers at nominated ports of loading and discharging provided competitive both ends. Such agents, although nominated by Charterers, shall be employed and paid by Owners provided competitive unless cargoes discharging USWC when Owners agents transmarine to attend.

Не очень понятно, что в данном случае может означать "Provided competitive". Разве что "При условии выбора на конкурентной основе"?

UPD: Похоже, что просто "назначаются на конкурсной основе".

In the past, many charters simply provided that the charterer shall nominate and owner
appoint the port agents. In more recent times, the owner sometimes insists that the appointing
clause be modified to include “provided competitive” or similar wording. A more elaborate
modification is the INTERTANKO Agency Clause which provides, in part, that Charterers shall
nominate agents “…who are reliable, competent, competitive in price and service …”
