While Othello had indeed promised "I will a round unvarnish'd tale deliver", the expression "Varnished tale can't be round" is entirely an invention of the learned Russians! No native speaker has ever heard of this expression, unless she has consulted a dictionary of Russian idioms or the bloody Multitran!
Try to Google "Varnished tale can't be round" and ALL pages that pop up will be bound by an umbilical cord to some Russian source. I suspect Putin's hand in this nonsense, that is how he begins all his adventures - by appropriating the language! :))
