Я правильно понимаю, или возможно истолковать как-то по-другому?

Однако, гм... То, что субъект высказывания находится в бегах, не очевидно ни из контекста, ни из сюжета. В определенном смысле это верно (когда-то действительно бежал), но офицер об этом не в курсе, да и для для данного эпизода не существенно. Видимо, все-таки просто "на свободе".

Как я понимаю, немецкий офицер находится не в своей стране, и еврея задержали, например, во Франции вишисты. Следовательно, весьма возможно, что офицер хвастается, что в его стране (Третьем рейхе) у еврея не было бы ни единой возможности находиться в бегах, так как местное население выдало бы его сразу же. А "условные французы" здесь в очередной раз показали всем свою расовую ущербность, раз у них полицейские полгода не могли задержать беглого еврея.

Потрясающая выкладка, спасибо! Действительно, Франция, хотя и не вишисты. Однако теперь реплика офицера приобретает несколько иное звучание, чем мне представлялось в начале.

Безусловно именно так. Никаких бегов не подразумевается, подразумевается, дословно, "на свободе и опасен"

Совершенно верно, никаких бегов. "опасен" тоже не подразумевается; at large просто "гуляет на свободе".

Ну почему же опасен не подразумевается. сравните:

Somebody opened all cages in the local zoo and there are now в several dozens tigers, lions, leopards and wolves at large on the city streets.

Нормально звучит, правда?

А теперь:

Странно звучит, правда?

Interesting example. The second sentence sounds indeed a little awkward, BUT not because of "at large"! What makes it awkward is the use of "on", which actually carries the menacing grammar in the first sentence.

tigers, lions, leopards and wolves have descended upon the city streets

several dozens chickens and rabbits at large in the city streets ― nothing is wrong here!
several dozens chickens and rabbits roaming within the city streets

I am not a native speaker, so it is hard for me to argue. Yet I've just polled my colleagues, all of them native speakers of American English, and they all agree that 'at large' has some ominous connotation (unless that's members at large), and that used in conjunction with chickens and rabbits it sounds ironic.

Indeed! Гуляет на свободе тоже отчасти подразумевает некоторую опасность со стороны гуляльщика. Хотя мне все-таки кажется что в английском эта не столь ясно выражена, как в английском. But we are splitting hares (rabbits) now!

Так что, в принципе, это и "на свободе", и "в бегах". Ваш перевод совершенно верный, по-моему.

выражение 'at large' никакого предварительного лишения свободы не подразумевает, насколько я знаю
