To start a family = родить ребенка.
А что значит to complete a family? Родить столько, сколько собирались? Или вырастить, чтобы дети разъехались и пара снова осталась вдвоем? Или еще что-то?

А что значит to complete a family? Родить столько, сколько собирались? Или вырастить, чтобы дети разъехались и пара снова осталась вдвоем? Или еще что-то?
