Может есть какая-то пословица с тем же смыслом?

Я сильно подозреваю, что там должен быть какой-то аналог следующего абзаца:

(конкретно интересуют слова, выделенные жирным; если кто их так, на память помнит, хоть приблизительно, это тоже вполне устроит)

Центр тяжести сместисля из столицы в провинцию - как-то, ИМХО, коряво. А лучше не вытанцовывается.
Поэтому прошу помощи коллективного разума.

Уважаемые переводчики!

Извините за нахальство - но вдруг у моей племянницы потребовали в консульстве объяснение к обращеню за испанской визой не на английском, а на испанском - и как всегда, все в последний момент. Кто-нибудь может помочь? Английский текст (написанный ею) под катом. Заранее спасибо.
