It sounds old fashioned to me, but I'm not a Russian.
Knight Commander isn't that old fashioned. The Queen is still appointing new ones.

To me Knight Commander sound distonctively British. A Knight Commander od a Russian Order looks just as weord to me as a Knight Commander of the Congressional Medal of Honor

The old-fashioned feel is particular to the New World. Consider the derivation of кавалер from chevalier.

Unlike, let's say, the Order of Bath, Soviet orders were not chivalric orders with hierarchy and membership, and did not confer nobility. They are in that respect much more like American military medals. So Knight Commander of the Order of Glory is factually wrong.
